line-height: 150%;\">Ante la Comisi\u00f3n de Ordenamiento Territorial del Senado de la Rep\u00fablica, la Mesa Directiva, presidida por el senador Guido Echeverri Piedrahita y el vicepresidente Carlos Meisel Vergara, se discuti\u00f3 el proceso de descentralizaci\u00f3n y de ordenamiento territorial, y el papel de las Regiones Administrativas y de Planificaci\u00f3n del pa\u00eds, visibilizando las necesidades y oportunidades de crecimiento en los territorios<\/div> <div style=\"text-align: justify; line-height: 150%;\">\u00a0<\/div> <div style=\"text-align: justify; line-height: 150%;\">La sesi\u00f3n del Senado de la Rep\u00fablica, tuvo como prop\u00f3sito discutir y evaluar los resultados de la consolidaci\u00f3n de las Regiones Administrativas de Planificaci\u00f3n- RAP en la consecuci\u00f3n de su finalidad, analizar sus potencialidades e identificar las posibilidades de mejora de estas figuras de asociatividad territorial.\u00a0<\/div> <div style=\"text-align: justify; line-height: 150%;\">\u00a0<\/div> <div style=\"text-align: justify; line-height: 150%;\">Gracias al pedido realizado por la RAP Eje Cafetero en cabeza de su gerente Humberto Tob\u00f3n y de acuerdo con la proposici\u00f3n presentada a consideraci\u00f3n por el Senador Echeverri: \u201cLa Comisi\u00f3n de Ordenamiento Territorial es la encargada del fortalecimiento de los temas del territorio con autonom\u00eda, donde se evidencie una presencia del Estado en las regiones\u201d.\u00a0<\/div> <div style=\"text-align: justify; line-height: 150%;\">\u00a0<\/div> <div style=\"text-align: justify; line-height: 150%;\">El espacio sirvi\u00f3 para propiciar una gran discusi\u00f3n nacional sobre orden territorial: \u201cEl Estado debe estar en capacidad de poner el control y el orden y as\u00ed mismo debe garantizar la paz y la vida y si no es as\u00ed hay que cambiar el orden territorial desde un punto de vista m\u00e1s eficiente, donde las RAP tengan una partici\u00f3n activa y consultiva, de acuerdo con las necesidades de los territorios a las que pertenecen\u201d, expres\u00f3 de forma contundente Echeverri.\u00a0<\/div> <div style=\"text-align: justify; line-height: 150%;\">\u00a0<\/div> <div style=\"text-align: justify; line-height: 150%;\">Durante la intervenci\u00f3n de los gerentes de las RAP de todo el pa\u00eds, se plante\u00f3 la preocupante situaci\u00f3n pol\u00edtica y econ\u00f3mica de las entidades de administraci\u00f3n y planificaci\u00f3n en Colombia.\u00a0\u00a0<\/div> <div style=\"text-align: justify; line-height: 150%;\">\u00a0<\/div> <div style=\"text-align: justify; line-height: 150%;\">El gerente de la RAP Eje Cafetero, Humberto Tob\u00f3n asegur\u00f3: \u201cEl postulado de que el desarrollo y el crecimiento del pa\u00eds solo era posible si las regiones eran potentes, no se ha cumplido.\u00a0 Hoy nuestros indicadores, medidos frente a los promedios internacionales, son d\u00e9biles, fragmentados y terriblemente inequitativos. Las regiones administrativas y de planificaci\u00f3n tienen una maravillosa concepci\u00f3n te\u00f3rica, pero las herramientas con que cuentan para hacer realidad tan bellos postulados, son insuficientes, inadecuadas e inanes\u201d.<\/div> <div style=\"text-align: justify; line-height: 150%;\">\u00a0<\/div> <div style=\"text-align: justify; line-height: 150%;\">\u201cLo que se necesita hoy, es que el Congreso de la Rep\u00fablica se juegue entero en favor de la autonom\u00eda territorial, sin que se comprometa la unidad de la naci\u00f3n. Y eso es posible si hay conciencia de los congresistas de que el desarrollo se construye desde las regiones y no desde el centro, porque el modelo actual es un completo fracaso. Vale la pena que de este evento salga el compromiso de modificar la Ley 1962 de 2019 y sus decretos reglamentarios\u201d, concluy\u00f3 Tob\u00f3n.<\/div> <div style=\"text-align: justify; line-height: 150%;\">Ante la Comisi\u00f3n de Ordenamiento Territorial del Senado de la Rep\u00fablica, la Mesa Directiva, presidida por el senador Guido Echeverri Piedrahita y el vicepresidente Carlos Meisel Vergara, se discuti\u00f3 el proceso de descentralizaci\u00f3n y de ordenamiento territorial, y el papel de las Regiones Administrativas y de Planificaci\u00f3n del pa\u00eds, visibilizando las necesidades y oportunidades de crecimiento en los territorios<\/div> <div style=\"text-align: justify; line-height: 150%;\">\u00a0<\/div> <div style=\"text-align: justify; line-height: 150%;\">Gracias al pedido realizado por la RAP Eje Cafetero en cabeza de su gerente Humberto Tob\u00f3n y de acuerdo con la proposici\u00f3n presentada a consideraci\u00f3n por el Senador Echeverri: \u201cLa Comisi\u00f3n de Ordenamiento Territorial es la encargada del fortalecimiento de los temas del territorio con autonom\u00eda, donde se evidencie una presencia del Estado en las regiones\u201d.\u00a0<\/div> <div style=\"text-align: justify; line-height: 150%;\">\u00a0<\/div> <div style=\"text-align: justify; line-height: 150%;\">El espacio sirvi\u00f3 para propiciar una gran discusi\u00f3n nacional sobre orden territorial: \u201cEl Estado debe estar en capacidad de poner el control y el orden y as\u00ed mismo debe garantizar la paz y la vida y si no es as\u00ed hay que cambiar el orden territorial desde un punto de vista m\u00e1s eficiente, donde las RAP tengan una partici\u00f3n activa y consultiva, de acuerdo con las necesidades de los territorios a las que pertenecen\u201d, expres\u00f3 de forma contundente Echeverri.\u00a0<\/div> <div style=\"text-align: justify; line-height: 150%;\">\u00a0<\/div> <div style=\"text-align: justify; line-height: 150%;\">Durante la intervenci\u00f3n de los gerentes de las RAP de todo el pa\u00eds, se plante\u00f3 la preocupante situaci\u00f3n pol\u00edtica y econ\u00f3mica de las entidades de administraci\u00f3n y planificaci\u00f3n en Colombia.\u00a0\u00a0<\/div> <div style=\"text-align: justify; line-height: 150%;\">\u00a0<\/div> <div style=\"text-align: justify; line-height: 150%;\">El gerente de la RAP Eje Cafetero, Humberto Tob\u00f3n asegur\u00f3: \u201cEl postulado de que el desarrollo y el crecimiento del pa\u00eds solo era posible si las regiones eran potentes, no se ha cumplido.\u00a0 Hoy nuestros indicadores, medidos frente a los promedios internacionales, son d\u00e9biles, fragmentados y terriblemente inequitativos. Las regiones administrativas y de planificaci\u00f3n tienen una maravillosa concepci\u00f3n te\u00f3rica, pero las herramientas con que cuentan para hacer realidad tan bellos postulados, son insuficientes, inadecuadas e inanes\u201d.<\/div> <div style=\"text-align: justify; line-height: 150%;\">\u00a0<\/div> <div style=\"text-align: justify; line-height: 150%;\">\u201cLo que se necesita hoy, es que el Congreso de la Rep\u00fablica se juegue entero en favor de la autonom\u00eda territorial, sin que se comprometa la unidad de la naci\u00f3n. Y eso es posible si hay conciencia de los congresistas de que el desarrollo se construye desde las regiones y no desde el centro, porque el modelo actual es un completo fracaso. Vale la pena que de este evento salga el compromiso de modificar la Ley 1962 de 2019 y sus decretos reglamentarios\u201d, concluy\u00f3 Tob\u00f3n.<\/div> <div style=\"text-align: justify;
